How do I get paid from sales I make in the 2-Tier Affiliate Program?

We currently pay our Affiliates by US Paper Check once a balance of $100.00+ USD has accumulated on their account.
However, we are looking at International Debit Card systems for all our Affiliates worldwide to cut down on expenses by terminating the bank service charges our International Affiliate Members have to pay when cashing a US Check, as well as enable us to pay earnings without having to deduct accounting, mailing, and postage fees from the Affiliate's earnings.
The current accounting, mailing, and postage fee is set at $4.95 per check issued.
